The Growing Use of GMES across Europe’s Regions” Launch Event at the European Parliament.
NEREUS – Network of European Regions Using Space Technologies and ESA – European Space Agency, are pleased to announce the launch of a joint publication with the title “The Growing Use of GMES across Europe’s Regions”, a collection of 67 illustrative articles on regional GMES applications.
The launch of the publication will be celebrated with an evening event under the auspices of Member of the European Parliament (MEP), Norbert Glante on Wednesday, 10 October 2012 from 19.00 to 22.00 at the European Parliament in Brussels, comprising a panel debate followed by a cocktail.
The event wishes to bring the publication to the attention of Members of the European Parliament, representatives of relevant EU-institutions and European regional authorities raising their awareness about the tangible benefits brought by GMES providing concrete regional examples.
Addressed to a non-specialist audience, the collection illustrates the strategic value of the Programme for regional administrations and authorities in the context of territorial management and forward planning. The variety of existing and potential regional uses across Europe shows how GMES not only contributes to better informed decision making but also how the data can be exploited to support sustainable environmental protection with a long term perspective. Quoting end-user experiences, the publication gives a first-hand impression on the impact of GMES on regional development and policy implementation.

Industrial fishing capacity has grown significantly over the last decades whereas an excessive depletion of some fish stocks has taken place. As a result fishing has become much more difficult and less profitable, especially for small boats.
FISHSAT is conceived as a distributed system employing space assets (Earth Observation, Satellite Navigation and Satellite Communication) to improve collaboration between markets, fisheries and enforcement authorities. The intended benefit of FISHSAT is to increase the efficiency of fishing activities, match better the market demand, allow for early sales, improve raise product value through certified quality and strengthen enforcement.

The study addresses the needs of two main stakeholders: Fisheries and Sea Authorities (enforcement). Fisheries involved so far are those making coastal fishing with small-size boats. Such fleets of relatively small vessels are recognized by the Common Fisheries Policies as the best suited to perform fishing in a sustainable manner, because of their limited impact on the sea environment. The need for better product traceability, better market prices, lower operational cost and reduction of illegal an unregulated fishing represents therefore a common ground between both stakeholders. FISHSAT can build on this, through an innovative integration of space assets with conventional information and communication technologies.
The FISHSAT feasibility study aims at designing, developing and validating a first basic prototype of a distributed system (onboard & onshore) that provides information services for more efficient, more compliant and more sustainable fishing. The study will also identify the viability (including legal, political, financial, technical, operational aspects) and define the business roadmap for the implementation of the FISHSAT system and its associated services towards acceptance and commercialization.

By placing sensors onboard and by adopting new technologies (or by integrating with existing ones like e.g. AIS, e-logbook, satellite & terrestrial communication links), FISHSAT intends to deliver new information for use by fisheries (e.g. improve competitiveness, allow for effective market strategy) and by Sea Authorities (e.g. more insight on boat activities, higher possibility to plan interventions). Some examples: EO imagery will be used to assess most productive areas in order to reach the same yield with less effort; traceability will be completed onboard through reporting, weighing and labeling thus giving a product ready for sales while still at sea; the augmented set of data (reported and sensed) will allow to build a new comprehensive Quality Mark in which besides “Who”, “What”, “When” and “Where” will be specified also “How” (e.g. gear used, controls undergone). This last feature accounts not only for product shape and healthiness, but also for environment friendliness.

With the first two Galileo in-orbit validation (IOV) spacecraft working well, the European Space Agency (ESA) has decided to end the mission of its pioneering GIOVE-A satellite that had long exceeded its original purpose and design life.

Meanwhile, with the next Galileo launch approaching, ESA has expanded its Radio Navigation Laboratory (RNL) to meet the testing needs of Europe’s GNSS program.

Launched by a Russian Soyuz rocket from the Baikonur (Kazakhstan) space center on December 28, 2005, the first Galileo IOV-Element spacecraft performed the vital task of securing the radio frequencies provisionally set aside for Galileo by the International Telecommunications Union. Its design, production, and launch were conceived and executed on a short timeline when the larger, more complex satellite — subsequently designated GIOVE-B — fell behind schedule.

ESA formally ended GIOVE-A’s mission at the end of June, although it will continue operations under prime contractor Surrey Satellite Technology Ltd of Guildford, United Kingdom, gathering radiation data and performance results from a GPS receiver.

In addition to securing the swaths of RF spectrum needed for the GNSS program, GIOVE-A flight-tested atomic clocks and other equipment in space for the first time and investigated the radiation environment of medium-altitude orbits, never used before by a European mission.

“GIOVE-A had a design life of only 27 months; so, to continue operating for 78 months is impressive,” said Valter Alpe, managing GIOVE activities for ESA.
